About Marshall Plan and assistance to Ukraine

I have one rule “never help someone who doesn’t want to be helped or cannot help themselves.” When I first visited the meeting on the Marshall Plan for Ukraine, I said a simple thing “we are not able to fulfill it.” Someone was indignant, some did not agree with it. The process has gone further, and there are already some draft ideas for a plan with 5 billion Euros for 10 years, there is the skepticism of Europeans, there are the efforts of some politicians, and I am further confident that we are not able to fulfill it.
