In July 2014, in Romania, Hungarian Prime Minister Viktor Orban made an important speech on “illiberal democracy”. He highlighted the key factors that distinguish a completely democratic “Western” system based on liberal values from what he calls the “Eastern” approach, which is based on a strong state and weak opposition. He described this model as “illiberal democracy”.
