SBI: OBSTACLES AT THE START

On November 27, the State Bureau of Investigations started functioning.

Its future depends directly on the approach of the Prosecutor’s office, which can contribute to the establishment of the institution, and can do the opposite.

Therefore, it is important to understand what is actually happening in the relationship between the Prosecutor General`s Office of Ukraine and the SBI.

1) The units of the Prosecutor’s office in all regions that will provide procedural guidance in the proceedings of the SBI have been specified (this is a definite plus);

2) The cases will be actually submitted to SBI. According to my information, the minimum is 1000 proceedings which are investigated now by SBU and police;

3) There is a “hole” in the SBI – lacking the head of the First Investigation Department (which should investigate the crimes of top officials, including ex-presidents). The Head of SBI Roman Truba refused to appoint the winner of the competition.

The most disturbing factor for the SBI is that the procedural guidance on the Military management of the SBI will be carried out by the Military Prosecutor’s Office headed by Anatolii Matios.
