National innovation system of Ukraine: the fourth attempt. Will it be the last one?

Since the independence of Ukraine, this is the fourth hearing of the similar direction. The last took place in 1999, after which the concept of innovative development was adopted, but remained only on paper. If this time there will not be any transition from a resource-oriented economy built on closed access to innovative one, then there may not be five hearings on this topic. Most of the speeches (there were about 40) were with well-known rhetoric: to improve, to deepen, to expand… Specific proposals for the nearest future were as follows: the formation of the strategy of innovative development of Ukraine; creation of the legal field favorable for innovation; the foundation of a specialized agency. When will there be specific actions in this direction?
