The draft law has to launch the process of creating a new school, but it does not create it on its own. There will not grow a new school straight away after its adoption. We have an opportunity, however, to go on to this regime gradually. What are the innovations in this law? First of all, it is the pedagogical freedom for a teacher, this is the abolition of control by the current city and regional Departments of Culture. They do not have the control function any more; they have only to monitor the presence of books and technical condition of classes. That is a kind of service function. More functions are assigned to the director, but, accordingly, there are more requirements imposed on him. There will be competitive procedures for the position of school directors. It is established the time limit for directors: two terms, namely, two terms of 6 years. There cannot be one director in one school for more than 12 years. If you have proven your effectiveness, then, please, take part in other contests, perhaps in more prestigious schools. Hence, it opens prospects and career growth and makes oneself think about the result, and the accountability of schools increases.
