Olga Onishchuk

Head of the Property Rights Legal Security Program

Provides expert insight on the protection of property rights for real estate and business owners, state policy in the fields of notarial services and state registration, as well as issues related to the implementation of national compensation mechanisms — including the government’s e-Recovery (e-Vidnovlennia) programme and the work of the International Register of Damage for Ukraine (RD4U).

A practicing notary with over 20 years of professional experience and a recognized expert in property rights protection. From September 2016 to September 2019, served in the bodies of notarial self-governance, holding the positions of Vice President and First Vice President of the Notary Chamber of Ukraine.

Also has experience in public office: from September 2019 to July 2021, served as Deputy Minister of Justice of Ukraine for State Registration. In this role, was responsible for anti-raiding policy, state registration, and notarial affairs.

Actively engaged in civil society initiatives. Founder and co-founder of the non-governmental organization “Return What’s Yours”, established in September 2022 in response to a systemic problem — the lack of an effective compensation mechanism for housing destroyed as a result of the Russian armed aggression against Ukraine.

The organization works to restore justice by ensuring access to compensation through advocacy for systemic legislative changes, supporting the implementation of transparent and effective state-level mechanisms, and providing legal and informational assistance to affected individuals.
