Putin’s logic on the proposal about UN peacekeepers in Donbas

Deadlock of Minsk-2 in its present form is obvious for the Kremlin:

• Moscow cannot agree with the “Ukrainian reading” of the clauses of a contract, where at the beginning there is secure and control over the border;
• it doesn’t have opportunity to push through, without changing the situation, its version with the following sequence: elections, then (maybe) security, and in the long term the border;
• the hopes for a change in the political background as a result of elections in the USA, France and Germany remain good stories.
