Experts of the Ukrainian Institute for the Future urge People’s Deputies to stop the onset of rector feudalism.

According to the participants of professional discussions, the draft law 9103, registered on September 19, 2018, by a group of People’s Deputies (with Serhiy Kivalov among them), is aimed at strengthening the model of denied access to senior positions in universities and resistance to making constructive changes.

This draft law on the improvement of the procedure of the election and appointment of the Head of a higher education institution and his Deputy, registered under the number 9103, has motivated the UIF experts to start a professional discussion on the management model of higher education institutions.

What is happening now around senior posts in higher education institutions (HEIs), especially in the leading universities of the country, is more like a struggle for power than a desire to maximize the efficiency of universities.
