What should a company that wants to implement the idea of a national low-cost in Ukraine do?

Buy new planes? This option is immediately discarded. Because the pay-off period will be 20-30 years.

Take out a loan to buy planes? This is also not an option, because in Ukraine the loan rate is very high.

There is only a lease left. But how to get these leasing conditions? In Ukraine, there is no working leasing system for airlines; there are no normal leasing conditions.
