TACTICS OF A THOUSAND CUTS AGAINST UKRAINIAN CORRUPTION

Almost every political camp that concedes or comes to power in Ukraine declares the fight against corruption as one of its main tasks.

Based on the experience of countries in which this process was successful, we can identify several key anti-corruption tools. These are public awareness of the people, the political will of the state leadership, the justice system, effective law enforcement agencies and the media, and non-governmental agencies as the means of oversight.

The state also BENEFITS from involving citizens financially in the fight against corruption, because only direct corruption losses amount to hundreds of billions of hryvnia annually. Therefore, the level of remuneration of informants should be high enough.

To make this model of relations work a number of measures is needed. In particular, the real mechanism of granting immunity to the informant, who himself is involved in corruption schemes. Also, the qualitative functioning of the institute of virtuous informantship is not possible without the creation of funds for payment for services and expenses of informants (lawyers, courts, etc.) transparent for public control at the state and local levels.
