INSPECTION OF THE DEFENSE INDUSTRY. PART 1 – WHY IS IT NEEDED AND WHAT IS THE STATE OF ITS REALIZATION?

On 6th March 2019, the NSDC has adopted a decision “On the reform of the military-industrial complex and increase of the level of transparency of the state defense order” (enacted by decree of the President of Ukraine № 79/2019 under date of 15.03.2019), which provides:

1. Inspect the military-industrial complex in accordance with the requirements of article 27 of the Law of Ukraine “On national security of Ukraine”.
2. Cabinet of Ukraine should:

1) ensure that survey of the military-industrial complex of Ukraine is carried out under the established procedure.

No enemy on the battlefield has caused as much harm as our own state policy did.

The defense industry as a segment of the economy engaged in the production of military products, forms the material basis for the security and defense of the state, as well as accumulating advanced scientific and technical achievements, determines the efficiency of the high-tech sectors of the economy.

The modern military-industrial complex has well-known problems. The main ones are:

– low technological level of production;

– shortage of scientific personnel and vocational specialists;

– low level of private investment;

– low quality of products;

– dependence on foreign hardware components;

– insufficient capacity to produce civilian products with full capacity utilization.

Naturally, the primary goal of the reform and development of the entire defense industry (not just Ukroboronprom) is to ensure the provision of programs for the development of the Armed Forces and other defense forces. It is a wrong approach to make changes in a single component without assessing the condition of the entire sector and related fields, and not doing the 1) strategy development 2) programming 3) planning for development in all fields (based on results of assessment).
